Terms of Reference are as follows:

          To inquire into and determine whether the Act as drafted effectively
          fulfils its comprehensive and multi-disciplinary approach to prevention
          and combating corruption and preventing damage to our democratic
          institutions, the management of our public affairs, our national economy
          and the rule of law.

          To examine whether the Act as drafted and current legislation will upon
          effective implementation contribute to increased political stability and
          our sustainable development, ultimately eradicating organised crime from
          our economic landscape.

          To examine and analyse whether the provisions of the Act relating to       
          financial disclosure are likely to deter citizens from serving in public life.

          To make recommended changes if deemed necessary to the Bill as
          drafted for further consideration by the Chief Parliamentary Counsel.

Hon. M. A. Lashley: To move the passing of a Resolution to approve in accordance with section 5 of the Land Acquisition Act. Cap. 228, the compulsory acquisition by the Crown of the parcels of land, together with the buildings thereon, situate at Sam Lord's Castle, Long Bay, in the parish of St. Philip in this island for the public purpose of housing, tourism development and access to the beach.

*6. Mr. Rawle Eastmond (St. James North): To ask the Minister of Transport, Works and International Transport:

1. Is the Minister aware that there is urgent need for the southern part of Olton Road, St. Peter in the constituency of St. James North to be properly extended to provide a better amenity to the residents of Olton Road? If the Minister is aware, will the Minister state what steps, if any, are being taken to address this matter? 2. Is the Minister aware that the entire area above and north of the Gordon Greenidge School, including the area known as Bakers Wood is exceptionally dark after 5.00 p.m. and early in the morning occasioned by a cluster of trees rendering the area dark and dangerous? (a) If the Minister is aware, will the Minister state what steps, if any, his government intends to take to remedy this problem?

*7. Mr. Rawle Eastmond (St. James North): To ask the Minister of Youth, Family and Sports:

1. Is the Minister aware that there are no lights on the Trents Pasture and playing field? (a) If the Minister is aware, will the Minister state whether there are any plans to install lights and if so, how soon will floodlights be installed? Is the Minister aware that there is a need for sporting facilities, especially hard courts in Lower Carlton No. 3? (a) If the Minister is aware, will the Minister state what plans, if any, Government has to provide a playing pavilion in the Lower Carlton area?

*8. Miss Mia A. Mottley (St. Michael North East): To ask the Minister of Finance:

1. Will the Minister of Finance urgently provide to this Honourable Chamber the terms of the Memorandum of Understanding announced in his 2009 Budgetary and Financial Statement signed between the Government of Barbados and Clico Holdings Barbados or any other subsidiary of Clico Holdings Barbados? Will the Honourable Minister also state whether it is his intention to lay this Memorandum in this Honourable House? If so, will the Minister state when he intends to lay the said Memorandum. Will the Minister of Finance further provide the terms of reference of the Government Control Oversight Committee that has been established to have oversight over the sale of financial subsidiaries of Clico Holdings Barbados and their expenditure? Further, will the Minister of Finance indicate if the oversight committee is still operational; and did the mandate extend beyond the six (6) months given at the time of its establishment?

*9. Miss Mia A. Mottley (St. Michael North East): To ask the Minister of Finance:

1. Will the Minister of Finance please say whether Clico Insurance Limited -- or however else the same may be trading -- has presented its Audited Financial Statement for 2008, due by the 30th April, 2009 under the Insurance Act Cap. 10 to the Supervisor of Insurance of Barbados? 2. If it has not, will the Minister state what action is being taken to correct this situation: Further, will the Minister state what was the amount of the portfolio held in Annuities, Insurance: life, group and health by Clico Life as recorded in the Audited Financial Statement of 2008 and its breakdown.

* 11. Miss C. Y. Forde (St. Thomas): To ask the Minister of Family, Culture, Sports and Youth: 1. (a) Can the Minister state whether Camp Oddesy held in the Summer of 2009, incurred such high costs as to render it a heavy burden on the taxpayers of Barbados? (b) Further, will the Minister please indicate: (i) the overall cost of the project; and (ii) a breakdown of such costs?

* 13. Miss C. Y. Forde (St. Thomas): To ask the Minister of Transport and Works: 1. Is the Minister aware that Bloomsbury Road situate in the constituency of St. Thomas is part of the Scotland District? 2. Is the Minister further aware that Bloomsbury Road is an essential link road for commuters from St. Thomas to St. Joseph, St. John and other adjoining parishes? 3. Is the Minister further aware that Bloomsbury Road is under serious threat of collapsing as a result of ongoing land slippage? 4. If the Minister is aware, will the Minister state what plans there are, if any, for the government to urgently remedy this problem?

*14 Miss C. Y. Forde (St. Thomas): To ask the Minister of Home Affairs:
1. Is the Minister aware that as a consequence of the passage on October 30 and 31 of Tropical Storm Tomas: (a) The housing stock in St. Thomas was severely affected; (b) That over thirty (30) houses in the constituency of St. Thomas had their roofs blown off and other properties were severely damaged; and (c) The affected families have been dislocated for the past six (6) months and no repairs have been effected to their dwellings? If the Minister is aware will the Minister
state whether this situation warrants urgent action and further what plans there are, if any, for the government to rehabilitate the housing stock?

*15 Miss C. Y. Forde (St. Thomas): To ask the Minister of Transport and Works: 1. Is the Minister aware that Jack-In-The-Box Road in the constituency of St. Thomas is an essential link road? 2. Further, is the Minister aware that the said road Jack-In-The-Box Road is at risk of collapse due to the heavy volume of traffic and likely to pose danger to the travelling public if not urgently addressed. If the answer to the forgoing is in the affirmative, will the Minister outline what plans, if any, the
government has to rehabilitate the road?

Hon. Miss M. A. Mottley: To move the passing of a Resolution urging the House to take note of the state of the Barbados Economy at this juncture and to establish a Joint Standing Committee on Finance and Economic Affairs.

Hon. Miss M. A. Mottley: To move the passing of a Resolution urging the House to encourage the Government of Barbados along with Barbadians in Civil Society to develop a long-term strategy of support and assistance for the Haitian people that goes beyond the immediate efforts of recovery from the earthquake of January 12, 2010.

Mr. H. F. Lashley: To move the passing of a Resolution that 12th January of every year be observed throughout Barbados as a day of prayer for the people of Haiti.

Hon. Miss M. A. Mottley: To move the passing of a Resolution urging the House to refer to the Public Accounts Committee for inquiry the award of contracts by the National Housing Corporation during the period 1st December, 2008 to 31st July, 2010 and to report to the House its findings.
